Lightbulb A Weak Signal Shut Off Switch Circuit

Is it possible to come out with a kit that shuts the radio or TV off when there is nothing on the air depending how long you set the timer so the batteries will not go dead? I have the habit of leaving the radio on for more than 30 minutes when there is no signal coming in and the batteries do dead on my short wave radio receiver kit especially when I fall asleep. Then I forget to turn it off. Is there a way to do this?
