Can someone provide a listing of pertinent FCC regulations for a commercial use of one of the FM Transmitters?

I'm working a proposal to a local business that would require a very low power FM transmitter. The purpose of which is they currently broadcast these events on a local AM station but that signal is not receivable inside their building. A small and legal transmitter would get around this problem. I've tried to read the FCC regs and got hopelessly lost in all the different rules.

I'm very new to this world but would like to get into it for a hobby and I want to learn more about electronics along the way.

It's not a complete listing of the regulations for part 15, but it'll give you a starting point. I'm not quite clear as to what your intended use is. I hope the above helps.
