Don't connect the primary and secondary windings together. This way the antenna side winding will be a balanced 75 ohm input and the secondary winding can be either balanced or unbalanced depending on how it is connected. The impedance transformation is due to the transformer action and not transmission line effects as is the case in the original TV balun.

got it saved to hdd. will attempt to build it. i will have to find a decade p15fm unit or someone with a FIM to calibrate it against.

Couldn't you just make a current balun using loops of coax in the form of a coil?
Same loss as any other balun and it should be cheaper considering you only need 11 or so inches wrapped around a 1 1/2 PVC.
